1. The Preamble of the Ordinance sets out very conveniently and concisely the history of the case and the necessity for the present legislation.
The only enactment that appears to me to be objectionable is Section III, which deals with references to the alteration of the existing Statutes.
I fear that some difficulty may arise from the power to alter the Statutes being conferred on the Archbishop of Canterbury jointly with the Warden and the Colonial Secretary without any provision being made for the difference of opinion among them.
It appears to me that the formula should leave room for the views of the Colonial Secretary.
